Because the symptoms of a gluten intolerance and Celiac Disease are similar, it is easy to understand why these terms are (incorrectly) used synonymously. In fact, a gluten intolerance is not the same as Celiac Disease; persons with a gluten intolerance can consume small amounts of gluten, whereas those diagnosed with Celiac Disease cannot tolerate gluten at all.
